NBI or police clearance

My wife ( Philippino ) is wondering if the NBI certificate is good enough or does she need a police clearance certificate from the Police

My spouse is also from the Philippines and we only submitted an NBI and so far have not been requested to submit anything other clearance. I think the NBI is all you need,unless you have lived in another country longer than six months.Then you would need a police clearance from that country also.
