Native Americans born in the US

Does anyone know. Under the Jay Treaty I know Native Americans born in Canada get to travel and work in the US without a visa, they only need they status card. But what about US born Natives, can one work in Canada without a visa?

I've been looking through immigration websites, Canadian embassy sites, and the bia sites but i can't find anything specific.

1. Canada never signed the Jay Treaty, so US natives don't have free border access.
2. The only way (other than LMO and work permit or Nafta) is if you are registered to a Canadian band.
