Should we write just the city or also country?
For Example: Ankara, Turkey or just Ankara

You can find the relevant visa office http://www.ci.gc.ca/english/information/offices/apply-where.asp. I don't think it matters if you add the country, but I would just use the same description they use in the table (plus, that way you're sure it fits in the box!)
