MyCIC eligibility status

Is there anyone here whose eligibility status has changed to "passed" before their application had been finalized? Everyone who has gotten sponsor approval has their eligibility status as "review in progress", and I've seen a few people who have background checks in progress even though their eligibility status does not show passed.

Some VO's do background check while eligibility is in process.

Shouldn't the eligibility check be the least time consuming assessment for cases that are straight forward and without any red flags?

You would assume it would take an hour or two to figure out a relationship is genuine, yes.

Well not necessarily an hour or two, but I do know that for applications being processed at LVO, straight forward cases almost always pass eligibility before starting with background checks. I just wanted to find out whether this is reflected in MyCIC as well.
