Here is the story. My spouse's father has 2 sons from his first marriage. One is in 40s and one is already deceased. After the second marriage (the one my spouse comes from) he cut all ties to his previous family. So it's extremely difficult to provide details of those brothers. They have the same last name as my father-in-law and the same last name my wife had before marriage.
Do I still have to fill in the details of those half-brothers into the respective part of the PR form? Has anyone come up with a similar problem before?

My partner has half brothers too. We did declare them in past applications as they are 'blood' relatives. All you have to provide is their names, date of birth and what they do (maybe address). Then just select 'no' to coming with you to Canada. You won't need anymore docs off them.

The address is the most problematic part. One of them is supposedly living in San Francisco, but there is no way to confirm that

You can explain this in the LOE just as you have here. Explain you have no contact with them. Best you can do:) have you tried fb stalking?

Thanks for the fb stalking idea! Even though neither me nor my wife have ever seen any of them, we still managed to find a couple of people who might be the missing siblings. I'm feeling like I'm in some cheap detective movie...
BTW, what happens next after I submit all this info? will they ask me to provide the proof that those people are the relatives? Or does it stop right there and then used perhaps for some background check?

It will stop there. You are just declaring that they are your relatives and they aren't coming to Canada with you. No need for proof. If you explain the situation in the LOE too then no worries. I have to include my dad as well. Employment - deceased! :p

Also fb stalking is the way forward!
