My sister is an international student and he kids of 12 and below have been asked to pay international tuition before starting school. Any experiences.
Please she needs help, as she can not pay her own tuition and that of her 3 minor kids. Please advice .

Which school is she registering her kids in? Is it a public school board? Which province is she in? Also, what permits do the kids have?

I do not know the name of the school, It is a public school board. She is in Toronto and she has a student visa , so I think her kids are suppose to have same visa. They are asking her to pay fees as her school private school , she is attending is a private school. Kids are at home and so idle, which is not good.
Please any advice she Is really desperate. Please waiting for advice.

1. But you say it is a private school. All private schools charge fees, she should be enrolling them in a public school where she just shows her study permit.

What school is she studying at? Is it an approved DLI? This is the first time I am hearing about public school board requesting international fees for primary and high public schools.

My sister is attending a private College, It is called City College of Business and Technology. Yes, it has DLI. But the kids where enrolled in a public school and the went to school for 3 weeks and at the moment they are at home. I do not understand. They are asking her to pay a tuition for each child and tuition is 8000 per child per semester. She has 3 kids. So its had for her to pay her own tuition and that of kids. Does anybody knows a province where she and her kids can move and they will go to school? The kids are so depressed as they are home and do nothing.
Does anyone has this experience or what can she do?. Please help.

How long has she been studying? She may or may not need a new study permit to change schools.

Ideally she should change schools since this school does not qualify for a PGWP.

I can't help you with the question about why the school is asking for tuition payments. That seems strange to me.

I am in Quebec and I have a kid in primary school. I paid nothing to enroll him and then now I am paying nothing for his studies. All the study material and food is provided by school at free of cost. At the moment, he is taking online classes and school provided him with a leased laptop at free of cost as well.

Cost of education in Canada at public institutes for primary to college level is free.

College (as in post-secondary) is not free. You are right on all other counts, however there is a caveat: the parent must be attending an accredited DLI or have a valid work permit. It seems like her sister is attending a school that is not eligible for PGWP which means although it is a DLI, it is not eligible.

I am sure the children's school would have informed the parent as to why they are requiring them to pay international fees. Unless we have that info, we can't help any further.

I'm not sure if it is the same in Ontario, but in BC you are supposed to apply for Ministry funded through ELL and your child will be considered as International Student but Ministry funds your kids education and gives you Letter of Acceptance. Every year depending on the validity of your SP, you need to reapply and they reissue LOA. Conditions are parent should show proof of Enrolment in approved DLI and if you are on work permit, you need to be working at least 20hrs a week. Now Assume your Learning institution is not on the list of Approved DLI, or your SP/WP expires and you did not apply, that fee will apply. It is the same when some family sent their children for Elementary or High School Education while they are not residing in Canada, Fee will apply. Now I guess, there's issue with Parent Status or DLI....OP is contradicting though

Yes, you got the information right. She is attending a private school, which is not eligible for PGWP. I checked it online and i was not eligible. That is the reason they are requiring her to pay international fees for the kids. But she explained that when she read from the immigration, it was not very specific. that is why she came with the kids. Yes, so the information is very clear.
