If your passport can be renewed faster in your home country, then it is best to do it in your home country before applying. For example, I renewed my passport which was expiring and I got the passport within 24hrs for entering the PSK office in Chennai. Embassies of India abroad however, even though they have outsourced certain functions are quite slow. So, if I were in your situation, I would renew the passport and then apply.

Do note Canadian authorities will issue you a visa only till your passport expires, even though your course may be longer. Once you get your passport reissues from your country's embassy in Canada. You will then have to pay extra money, around 200 CAD or so to get the study permit extended, this will also take quite a long time.

If you have time to apply for your visa, then I would suggest to renew your passport, this will avoid any hassle in the future.
