My Pakistani friend, currently in US, needs to apply for a Visitor Visa to Canada

My friend is a Pakistani citizen, currently, he is working as a Visiting Researcher at a prestigious University in the US, wants to visit Canada. He is originally doing his Ph.D. in Pakistan and is currently working in a US University's lab for six months. During his research in the US, he wants to visit Canada for a week, but we are not sure if the IRCC will approve his visit visa during this crucial time of pandemic or not?
What I want to know is, what reason should we provide for the visit so that the visa approval chances are high. Please note that he has no Canadian citizen or PR holder relative/friend to invite him. Also, we searched for a conference, but found no relevant event. I will be grateful if somebody can guide us well. TIA

He needs to apply for a TRV and will also want to make sure he is fully vaccinated.

In terms of what reason he should give for wanting to visit Canada, he should be honest about his reasons for wanting to come as a tourist to Canada.

Tough today whether he will be approved. He only has status in the US for 6 months. Won’t hurt to apply. He will need to be fully vaccinated with one of the 4 vaccines approved in Canada.
