I got
5.5 writing,
5.0 listening,
4.5 reading and
4.5 speaking.
My overall score is 5.0

Am I eligible for PR under 3215 NOC Category? What is my CLB level and which categories are belongs to "B" ?

No. Minimum of "6" is required for ALL 4 categories.

can we have that in 2 different tests ? i.e one of my friend got 5.5 in first attempt and in second one he got 5.5 in anohter part so can he combine both the reports and sent as one and show overall 6 ??

You can't combine scores from different tests - they'd all need to be on the same test

No. This is not permitted. All scores submitted must be from a single test. If you submit more than one, the most recent test results are considered and any others are discarded.
