My husband is a provincial nominee(I am a dependant), Can I apply EE seperately?

Hello eveyone,

Let me explain our situation first.

My husband and I came to Canada in 2014, and my husband is working(in Manitoba) since then.
My husband applied MPNP and got invited several months ago, and now he is a provincial nominee, and I am his dependant.
We sent our documents to federal government about 3 weeks ago, and we haven't got our file number, yet.
We heard that it will take about 20 months to get actual PR card, and we think it takes too long.

Originally, when we got here, my husband was supposed to apply EE CEC with LMIA after 1 year experience in Canada,
so he kept working in unfavored place with mimimun pay for CEC 1 year experience,
also we spent lots of money to the immigration agency for EE application.
However, the law about additional points from LIMA has changed last year, so his LMIA became useless before it was expired(now it is expired),
We were frustrated. We thought about other opportunity and then applied MPNP instead.

We are very exhausted, now, because our plan for CEC didn't work, and MPNP takes longer time.
For this reason, we've been recently thinking about applying for EE CEC again with his name, but without LMIA, his CRS point is too low.
Also, Manitoba government doesn't give the 600 points to the applicant through the EE system unless they invited the applicant directly from EE pool,
which is not our case(we applied MPNP first and got nominated),
Furthemore, MPNP officer warned us that(if we understood it well), if my husband apply EE, his provincial nomination could be withdrawed.

*** Here is my question.

We recently realized that I qualify the requirement for EE as well, as a federal skilled worker.
I have 6 years of work experience in management area in foreign country in last 10 years, plus, 9 months of ongoing work experience in Manitoba now.
We were wondering if we could, I mean if I could(as a principal applicant, and my husband as a dependant) apply EE even in this situation,
that my husband is provincial nominee with my name as a dependant and we sent the files to the federal government.
Will I not be elligible to apply EE? Will it be a duplicate application? Will it affect badly to our mpnp nomination?
or Can I apply without concern because it's two seperate thing(federal vs provincial, my husband as a principal applicant vs me as a principal applicant).
I don't know the answer, the people who works in reception area in MPNP doens't know the answer neither, so I am sking here.

I have one more question, just for in case that I am elligible to apply EE.
Will I be elligible to be invited from Manitoba government directly through the EE system and get 600 points,
even if my husband is already provincial nominee and I am his dependant?
