My First TEMPORAY WORKING VISA was approved, My Second TWV was denied

I applied a Temporary Working Visa (TWV) last November 2011, it was approved on February 2012. But as we are waiting for our plane ticket a week before our scheduled flight , our employer suddenly change his/her mind not to hire all of us due to over hiring of employees (Because of low production in the company as their reason). Unluckily Im one of the removed applicant.

So we applied to other company, same job description. LMO was sent, then I applied for a TWV again. Same documents was sent again. After 4 months of waiting, one of my fellow applicant was approved. But my application was denied because the Immigration Officer was not satisfied that i will leave Canada by the end of my stay which he/she considered several factors:

X Limited employment prospects in your country of residence
X Your current employment status


I'm currently working again in my parents business (Part time)
My plan is to go work to Canada temporarily just to get a larger capital for my business which I will inherit soon from my parents.

1. How come my first application was approved, but the second application was denied?

2. Why did the immigration concluded that I will not leave Canada after my work, I have my family here in the Philippines. I have a daughter (1.5 years old).

3. Will I appeal? or apply for another TWV?

4. If I will apply again, what other document will I include to satisfy the Officer?

If i will declare that i have a small business here in the philippines, will the VO find that a good reason also to deny my application? What if the VO might think that why work abroad if you have a business here. My reason to work abroad is to earn enough Capital to expand the business.

Will I declare also that I am a vocational course instructor/trainor?
The VO might think again that I am over qualified for a laborer job in canada.

Can i send a letter together with my documents when applying for temporary work visa again stating my reason for working in canada?

what was your job code u applied in Canada, and do you have related experience in same field.
