Hi guys

I've applied my parents for permanent resident back in 2015, now it's getting to the end that we received the 2nd time medical exam request from CIC. (we have done once at the beginning of 2017, I guess that one was expired since it's been another year) At this stage, we have a feeling or according to everyone's experience that we believe we are coming to the end of our application.

However, for a personal reason, my dad doesn't want to come to Canada any more, but my mom still wants to continue with the process.
We are now quite hesitate that if my dad doesn't do the medical exam,
1.will it make a bad effects on my mom's application?
2.And if my dad doesn't want PR any more, could he just simply not do the medical exam?
3.otherwise, what do we need to do in order to keep my mom's application going?

Here are some more backgrounds:
My parents are in a married status, they are not divorced or anything and will keep their marriage in the future. In the application, I submitted my mom as the Principal applicant, my dad as the secondary. No other dependants.

If anyone has ideas or experience, that will be greatly appreciated!!!

Your dad not doing the medical will have an effect on your moms application. Not passing or not submitting will result in the application being rejected for both of them. Change your dads status to non accompanying. He will need to do the medical, but your moms application will continue to be processed.

With saying, my parents still need to go for the medical exam in this case. But as the same time I should also change his status to non-accompanying. I'm concerning about what I should do first, because CIC gives 30 days to finish the medical exam and I received last Thursday. Or just do medical exam and change the status as the same time? And how do I submit a change of status like that?

It doesn't matter which you do first. Use the Webform to change him to non-accompanying.
 
If he has to do the medical again anyway, why not just leave things as they are? If/when a visa is granted he can decide whether to land or not. If he doesn't want to live in Canada then he doesn't have to do a landing and move. Your mother can land without him and move if that's what she wants. Why go to the hassle of changing the application and potentially raising questions?

Agreed with the above. You father must do the medical whether he is accompanying or non-accompanying (your mother cannot be approved unless he completes the medical). Get the medical done then worry about the rest.
