not sure about nova scotia or saskatchewan, but OINP yes, provided you have desired Ielts result + bachelors degree...

My time line is almost like yours except delay in Nomination.
Any hints why there would be a delay?

You haven't mentioned ADR in your time line. Did OINP requested ADR or directly Nomination was issued?

delay could be for many reasons... additional checks, IELTS expiring, draft expiring, delay on OINP end etc...
i did get 2 requests... new draft request on 15th august, ADR on 3rd Dec i think...
