My 12 year old son was refused a trv to come visit me for the summer. How is this possible? We have a family sponsorship application in but his mother was staying behind. I wanted him to come visit for the summer and practice his English and visit with me. They refused on the grounds he may stay, travel history and purpose of visit. How the hell can a 12 yr old have a travel history and what is more important than visiting his father.
How could I fix this?

will reside in his father’s home throughout this period except for camping trips. His father is providing all meals, accommodation and miscellaneous expenses.

The purpose of the trip is to visit with his stepfather for the summer. The marriage is recent and the summer months will provide time to build a relationship.

There is currently a family sponsorship application in to CIC and it is anticipated that this would be granted sometime in the coming school year. It is advantageous to a smooth transition from a Russian school to a Canadian school that Illarion become familiar with Canada. He will be able to practice his English and then return to Russia and await the Family Sponsorship.

Please consider this my letter of invitation for my stepson DOB I would like to have my son visit me in Red Deer, Alberta for the months of June, July, and August, 2016.

Currently his mother and I have a family sponsorship application with CIC that was submitted April 16, 2016. This application will remain in process throughout this period and will undoubtedly not be completed until at least the fall of 2016. However I would like my son to come spend the summer school holidays with me so that he can become familiar with Canada, practice his English and then return for school at his home with his mother in

XXXXXX Catholic Social Services in partnership with Central Alberta Refugee Society offers summer programs in English that I will be accessing for XXXX. I do however want it to be known that the overall intent of this Visa application is to spend time with my son and allow him to become familiar with Canada so that the eventual move back to Canada pending a successful Family Sponsorship application is as smooth as possible. As I am sure you can appreciate moving from Russia to Canada at Illarion’s age can be very intimidating. By spending the summer with me we believe it will increase his chances of a successful transition in the future particularly as it is likely he will leave Russia and move back to Canada in the middle of his Grade 7 school year.

As xxxxx is only 12 he is dependent on his mother and me for financial support. I will be bearing all costs related to this trip. This includes medical insurance, room and board, airfare and any other costs he may incur.

I currently work for the xxxxxxxx as the Facility Operator of a local recreation facility. I have held this position for ten years. In addition to that employment I also work with handicapped adults and children for Catholic Social Services and I have held that position for 7 years. I have included my statements of earnings.

The anticipated dates of travel, pending a successful visa application are June 11, 2016-August 25, 2016. Tickets have not yet been purchased as we await the outcome of this application.

XXXXX and his mother will travel to Seoul, South Korea and I will meet him in Vancouver so that he only travels one leg of the journey by himself. We will repeat the journey for his return to Russia. He will travel with all of the necessary permissions and safety measures we can arrange.

There is no question of xxxxxxx return to Russia. He has lived all of his life with his mother, grandparents and older nondependent brother. XXXXX ties to his home country are strong and secure. His mother XXXX owns her own home, has a successful career as a logistics manager and they live a comfortable life in Russia. XXXXX currently attends a private school in Russia and studies supplementary English. I have enclosed school information and information regarding his upcoming year in XXXXXXXX.

Long term separation from his birth mother is neither practical nor realistic as a family. As I will be the sole guardian of XXXXXX in Canada with no extended family supports and the employment responsibilities of two jobs I cannot provide the long term care and guidance required for XXXXX without the physical assistance of his mother.


Our request is simply that of a young man’s desire to visit with his father for the summer, learn about Canada, practice his English and be exposed to our culture and society. He will return to Russia with the fear of the unknown removed and will be better prepared for our reunification as a family in late 2016.

I also included his school registration for the fall back at his home. How can these people think he would stay permanently i9n Canada if the FS was not successful and for that matter what do they think would happen to a 12 year old? I am shocked and frankly disgusted but would appreciate any advice.

My guess would be fact that you have a sponsorship application in process and they may be thinking you are trying to bypass that obviously not as that would be a negative to any decision but thats only a personal view.

I understand what you are saying and I am not disagreeing but he is 12 and without his mother it is not much of a bypass? What mother would let her son permanently live with a step father in Canada at the age of 12? I am baffled at the seeming lack of common sense.

Sorry to hear about this. IMO, you asked for too long a stay (2+ months) coupled with the fact he has a pending sponsorship application in progress.

I am not disagreeing with the length of stay from their point of view but it is an expensive trip and part of it is too work on his English. Really not worth it for much less of a stay. I had a hard time imagining our government fearing a 12 yr old boy staying the summer with his father.

Yes, it's reasonable from your point of view (or anyone who is spending $$$$ on expensive plane tickets), but for someone without any travel history yet, it's not how CIC sees it.
I've read a few instances of minors overstaying because they were convinced by their parents to do so, without understanding the repercussions.... I'm sure you do not intend to do this, but without a clear history, I think this is one scenario CIC is trying to avoid as well.

I gave it one more shot with a much more detailed description of the why's and why nots. I guess what seems obvious to us is not necessarily obvious. For instance we just got married in February so I would hate to know the mother who would send her son permanently to a new husband assuming the family sponsorship was rejected. Ours is a cut and dry family application but you never know.

As I mentioned in that other post you made, I think they maybe had concerns you would be unable to provide for your child, as you indicated you're working 2 jobs, you wouldn't be able to care for the child without the mother's help, etc.

Also you haven't indicated where he will be staying once you're working your 2 jobs. Are you planning on taking 2 months off for him? Are you planning on leaving him home alone while you're away? (probably not a good idea to do that to someone who's in a foreign land). Are you going to be hiring a babysitter? Again, this all ties into "purpose of visit", which is what your son was refused for. Asking for 2 months is usually quite long, best to ask for a few weeks, and hope they give you a longer stay.

It is sad that our government fears a 12 year old boy and his stepfather. I understand all that have ruined it before us but they need to think! Thousands of people are already here waiting for their family sponsorship to be completed. In this case even the worst case scenario would not raise the Canadian people up in arms! I would never be part of an illegal act but what is the harm in a boy visiting for three months?

Yes I read your post and do not disagree just making a broader statement. Not sure cic really has any business in deciding how I will actually take care of my son on a short term basis as it is not really relevant to the purpose of visit or likelihood of staying. In fact I think if I neglected my son he would be more likely to want to go back home. Of course my plan was to take holidays, cut back working, find activities etc. That is not to say your observation is wrong. This is at best a crap shoot with inconsistent applications. If a spouse can get a trv with a family sponsorship in process it is equally possible for a young boy. I am surprised they didn't deny him on the grounds he does not personally have enough money.

You are his stepfather and who knows if his biological father or other reasons is more important than visiting you?

Steely with all due respect do you really need to comment on his biological father? My comment is global and if he existed maybe it would be. I am talking of travel history to difficult visa countries. He is 12 and has flown to three countries already.
