I just travelled to canada on single entry visa month ago I came back. Now again I want to apply for multiple entry visa can I apply and get visa. I also have travel history of uk

You can apply for a new visa.

It's up to IRCC whether or not they will grant you a multiple-entry visa. When you apply for a visa, by default you are considered for a multiple entry visa. You are only issued a single entry visa if they have a reason not to grant you a multiple entry visa.

I applied for work permit extension and received it yesterday after 4 months however i am going to India on 27th october and my multiple entry visa is expired. Can I apply Multiple entry visa from India? I have a valid open work permit and my p.r application is in process as well. i am bit concerned. what are the chances they can reject it?

They can always reject it. They may not, especially with an OWP approved, but remember that with an inland PR application, you are supposed to be in Canada.

The length of time it could take for a TRV to be approved in India could cause your PR to be rejected for leaving Canada.

Can I apply trv from canada and give letter of explanation and also give them the mailing address for india?

I wouldn't leave Canada until you had the TRV. If you stay in India more than 2-3 weeks you run the risk of your inland PR application being refused. You're supposed to be in Canada.
