Hello,
My mom has multiple entry visa, she is with me now in canada for 3 years since 2015 when I delivered my daughter. Immigration extended her stay until this October. She is going back home this September.
If she decided to come back does she need to apply for visa or just buy a ticket and fly here.....? She has medical insurance everytime she comes here too. What if immigration officers does not allow her to come in to canada when she fly here....after few months of staying back home..?

If she is allowed back into Canada and for how long is always up to the CBSA officer at the border. She can just buy a ticket and fly back to Canada when she wants to return. However given she has been in Canada for three years, it's very highly recommended that she remain outside of Canada for 12 months before attempting to return. She has been effectively using the TRV to live in Canada as a visitor which she really shouldn't be doing. If she returns too quickly, quite possible the CBSA officer could deny her entry and send her on the next flight home. She needs to be careful given how much time she has spent in Canada.
 
Minor point but if your mother has maybe been providing childcare services for the 3 years she has been visiting this could technically be considered work given although it is OK to do that to help out occasionally it should be incidental to the visit, for three years though might be stretching a point.

Just something to be aware of if ever questioned about purpose of any future or past visit, the key being incidental to the visit.

Hello, thanks for the info... but what is the use of multiple visa if she can't use it appropriately whenever she wants it. I already applied for her PR.

The purpose of a multiple entry visa is to come to Canada as a tourist. Based on your first post, your mother has effectively been living here for three years straight. She is abusing her TRV privileges. A TRV does not allow you to live in Canada.

She never abused the TRV. When I applied for 6 months extension IRCC is the one who extended visa for another 2.5 years. She has all medical insurance and everything like super visa applicants.

My mom has multiple entry visa to Canada. She had visited us couple of times in the past and last time in March 2018 from India and then she visited my sister in USA for two months and now she is back to Canada but this time they didn't stamp anything on her passport at airport. So how long she can stay ? Six months from now or six months from March 2018 ? Do Canadian boarder officers use electronic data for exit and entry now, kindly advice ? Can we apply for super visa when she is in Canada or she has to go back to er home country ?
 
Hi we are visiting my sister in law in Canada now on TRV for a month. We are issued with multiple entry visa. Is this means that can visit her anytime within the permissible period? Thanks
