I applied for multiple visa for my parents ( mom and dad separately ) but both of them got multiple entry visa for only 4 years rather than 10 years. how could it be possible?

It's very possible. Happens all of the time. There is never a guarantee that a 10 year visa will be granted. How long a visa is granted is entirely up to IRCC. In your parents' case, IRCC decided to only grant a 4 year visa for some reason. Typically this happens due to weak ties. You can always order your parents' GCMS notes if you want to see if the reasons were recorded.

When do your parents’ passports expire? In 4 years? Canada does not issue visas past the passport expiry date like the United States.
