Multiple Entry Visa Crossed Out in Pen

Need some help please.
I am a permanent resident and my mom had come to visit us from India in 2011. She has a 10 year multiple entry visa and so does my dad. They both landed together and had no issues at immigration. What we later noticed was that POE immigration officer had crossed out my mom's visa in pen but not for my dad- not sure why? They left after 4 months. Now, my mom plans to visit us next month and I was wondering if the crossed out visa would give them any hassles at the Indian airport with the immigration check or here at YYZ.
I wrote an email to CBSA but they pointed me to a phone number which is pretty much useless. Does anyone have any information on the crossed out visa- has anyone travelled on a crossed out multiple entry visa?

The best way to figure it out to contact the visa issuing authority, the high commission back home they should short it out. It's better to fix before boarding next flight.

Thanks mate. The high commission pointed me to CBSA as they have no jurisdiction once the visa has been issued and CBSA left me high and dry. It is so frustrating, has anyone visiting Canada had their multiple entry visa crossed out?
