MR awaiting SINP applicant whose CIC received is apr, may and june 2017

Unable to understand the delay by NDVO to issue medical request for applicant whose CIC receive is april, may and june and beyond....post september 2017 no medical request is issued for paper base applicants SINP, any guesses?

got information that the next mr request for the sinp paper based will be in june...how true this is?
