As per requirement of PNP your brother should have stay at Manitoba for minimum 01 with PR. Now my brother received PR today . Please guide when can I apply for PNP after 01 year completion or should I submit now ???

I think once he's been in MB for one year you should submit, because they see whether you fulfill all their requirements on the date you sign your application, even if it takes them longer to open it and process it.
