Is it mandatory for one to live (at least initially) in the indicated city in the settlement plan or is he free to live anywhere in MB? Can the officer revoke the PR because one said in the settlement plan that he has the intention to live in city X in Manitoba but that person landed and lived in Winnipeg let's say?
