MPN apply or not please help help help

My brother in law have stayed for 2 years at Manitoba on work permit. Then rejected for PR , again applied and landed to Manitoba on PR last month. Now if I have to apply under Skilled worker overseas PNP than rules says for minimum stay of 01 year of my brother in law than I can put my application after 1 year. So please help when can I apply now or after completing his 1 year ?????

I believe he should be staying there for min 1 year,there is no such clause of stay after pr or before pr.(he need to provide health card and pr card)
By the way what is the actual relation of your relative.is he your sister's husband or your wife's brother?
i am in similar situation so wanted to know about your relation for my guidance.
