Am I allowed to move to Quebec after gaining my PR through the CEC?

Lived in BC for four years, ON for two, now hoping to move there.

Will this affect my time requirement when it comes time to become a citizen?

Quebec is part of Canada. You can live and work here without worrying about time requirement.

As per the mobility rights a Canadian Permanent Resident you are free to Move anywhere in Canada.
