Moving to CANADA, Studying to get a PR , What Should i Do ?

Hello Everyone

I'm planning on applying for a student visa in Canada in order to get a PR after i settle there for a while , i havent applied for any college/university yet, i'm from Morocco and i just got my Masters diploma last year , i have no work experience but i have some questions and it will mean a lot to me if you guys could answer some of them :

i want to apply for a 1st year in college (community college) or university because they told me that my diploma means nothing in Canada, i would just start at a community college (or thats how they call it in USA) because it's a little cheapper, i can afford up to 3k$ a month$, my questions are :

1 - which city that is best for me to start in terms of (Weather, cost of living, and job opportunities if i graduated) i'm used to warm weather aroud 10-20 C through the year .
2 - is it possibe for me to get a PR after i graduate , i read about the CEC program and i don't know if it's true .
3 - i graduated from a university of science and technology, majoring in electrical engineering, we studied in French , but i want to go to a city that it's people speak English, thats why i'm preparing for the IELTS, my question is , is there a way to find equivalence for my diploma since we use the french system (Licence 3 years , and Master 2 years)
4 - Also i don't know how to say this but is there racism in Canada toward (Arab or Black people)

Hello Dear,

I can not solve all your query but one thing is sure that Quebec will be the best option for you. Being more specific, Montreal in Quebec is quite good option for you.
French language is basic for Quebec and you knows it well. Moreover, it has easy rules for PR too. If you study there, than I can say that you have high chances to be PR in Quebec. It also has good universities such as Concordia and Macmaster.
Do search about it. To the best of my knowledge, no cities and province will be more better for you than Quebec.

Than you can also chose Saskatchewan. Though, due to very low temperature conditions, it's weather is very tough to live in for, but it has easy PR rules.
