i am a US citizen born in the US to a Canadian mother, (march 16th, 2000) making me a Canadian citizen. Would I be able to enter/leave Canada after submitting a proof of citizenship form? Also, would I be able to work in Canada while the form is pending? Do I need a passport/temporary passport first?

You can enter Canada as a U.S. citizen with visitor status and stay for up to 6 months at a time, but you would not be able to work. You could also enter with a work permit. More information here: https://www.canada.ca/en/immigration-refugees-citizenship/services/work-canada.html AND (for NAFTA) here: https://www.canadavisa.com/nafta-work-permits.html

The easiest thing would be to wait for your citizenship certificate. Did you apply for urgent processing? If not, you can still do so.
