Once my husband's permanent residency has been granted, are we able to move to a different Province or do we have to wait for a certain amount of time before we can?
As long as you are going through the spousal sponsorship route (not PnP), you are good to live anywhere you like. You don't have to wait for his PR to be finalized to move, just make sure to update IRCC.
