I know for a fact that you can move, but only after a certain time period expired. I don't remember how many years that time period was though.
Also I think it's more about, they give you a PR only if you agree to stay in the same province for a certain amount of years (2?). But in all, there is no official law that would prohibit you from moving to another province.
