K thank you for that info, i want to know like if my wife needs to take SIN number bank account health card and ID card from BC or anything she can also take from Manitoba as well like health card you said, so it means rest SIN number bank account and ID card need to take from BC and health card she can take from Manitoba right ?

She should just get everything in the province that she will settle.
I don't see a point of getting ID card in BC since she will NOT live in BC. I actually doubt if she can get one in BC because she will not have address proof there nor health card.
Same for opening a bank account in BC while she won't live there. It's better to open an account where she will do most of her banking.

We are giving advice that she should not live in a different province and you choose to ignore it.

IRCC is going to become very strict so boggles me why people give IRCC grounds for PFL. BC and MB are hours away by plane. Between limited holiday time and cost of flights you may see each other the same amount as had your spouse remained in your home country thus defeating the point of the SOWP.
