Move from IEC to study permit

Hey guys,
My partner is coming to Canada in January 2015 to join me while I study in Vancouver. We are both from New Zealand, but I am a Canadian citizen also. She's been approved for a 1 year IEC visa so that she can work while living with me. She is also applying for a full-time masters course in Vancouver that starts in Sept 2015.

1) providing she is accepted to the course, will she be able to swap her IEC visa for a study permit in September 2015? (her IEC will not have expired at this point)
2) Can she do all this from within Canada - or does she have to return home to NZ?
