You need a custodian, that is a responsible adult in Canada to look after your interests if under 17 and is the applicants responsibility to identify the person who will perform this task, usually a trusted friend of family or relative residing in Canada. From 17 to the age of majority it is the visa officers discretion whether a custodian would be required.
