Hey all,

I’ve been looking all over for an answer or similar experiences. Anyways, my wife who is Vietnamese (now a Canadian citizen) has sponsored her parents including her sister to come to Canada under Family Class sponsorship. Her mom is the primary applicant. We started the application about 6 years ago now and finally they are requesting passports.

My wifes sister who is still an eligible dependant is here in Canada on a study permit and attending college. The parents are still in Vietnam. Application is processed in Singapore but we were confused on the instruction about residents in Canada. We called CIC call centre and the person we spoke with wasn’t sure so she had to speak to some other department. Her parents would have to submit their passports at the CVAC office in Vietnam and they would then send to Singapore. My wife’s sister however should send to CPC-Ottawa she advised us but she seemed unsure.

We did what she said and sent her passport to Ottawa and will see what happens. We still have some time so we are waiting to see if Ottawa just sends her passport back without Visa or hopefully gives her the Visa. If they don't we will have to Priority mail it to Vietnam I guess so they can send them all together.

Or would they expect her to quit school to go over there herself. I wouldn't think so. The instructions dont ask for her to be there in person to sign anything.

Has anyone else had this situation? Will Ottawa issue the VIsa there? I realize she would still have to do the “landing” later.
