Most Economical Organization for ECA?

WES charges $300+ for ECA. However, I remember seeing some other organization charging less. $200+ I don't mind paying more but I don't want to pay unnecessarily. Which of the below designated organizations is the most economical and the fastest?

I went through WES and it was 200$.. just last month I received my ECA, it took a short while. ICES is also 200$ and you get 2 copies I think..
