More than 2 month since AOR no IN PROCESS

Is it normal that your file is not transfer after 2 month? Anyone in the same boat can share his experience. Mine waiting to be transfer to Hamilton ON

I got my AOR two moths ago still no IP
I called call centre they confirmed me that my file still is in Nova Scotia

Same I called last week and we still at Nova Scotia, the officer said our Office will be Hamilton, and everything looks ok no notes in our file, but I am not sure why they haven't transfer.
