More detail about PNP program

Hello,
I have completed my 2 years diploma program from Ontario in 2008 and then I got my 3 years post graduate work permit, but I did not work in the similar field of study. My work permit expired in 2011 and Currently I have finished another one year post graduate degree. Please suggest if I apply for open work permit from another province (i.e. Manitoba) will I be eligible to get it and what are the steps to apply for a PNP program in Manitoba.

Since you were already issued one Post Graduate Work Permit you don't qualify for a second one. So no - based on the information you have provided, you do not qualify for an open work permit. It doesn't matter that you have switched provinces.
