Mom's Visitor Visa Rejected 2 Times

I came to Canada to study in 2005, and became PR in 2009. I have two older sisters, one is a US citizen, married, living in the US, the other one came to Canada to study in 2011, single. My parents are back home (Iran). They haven´t been out of Iran for the past 25 years, and hadn´t ever tried to go/immigrate to any other country. Recently, we applied for Canadian Visitor Visa for my Dad first, then after three weeks for my Mom independently. My Mom applied later just because her docs weren´t ready when my Dad applied. Less than 3 weeks after his application they gave him Visa, but rejected hers, on the ground that why you didn´t mention anything about your husband´s travel (they said they thought she was being untruthful). In the second application for her, we tried to explain everything, and that it was just a misunderstanding on her part, that understood "accompany" in the application as meaning that if my Dad would be on the same plane to Canada with her, which wasn´t the case (their itinerary overlapped, but did not coincide). In the first application, they also raised concern about her tie to Iran. So, in the second application we also tried to explain that she's 64 and never been out of Iran for the past 25 years, and never tried to immigrate to any country, and that her only purpose of trip is to visit her kids. But the second application got rejected, this time on the grounds that 1) tie to home country; 2) inconsistencies with the first application about the purpose of visit (in the first appl. she had said her main purpose of visit is to visit me and my sister, whom she hasn´t seen for a long time. in the second appl. she said her main purpose of visit is to visit my sister and me. In particular she hadn´t seen my sister for quite a long time.)

I really don´t know what to do anymore. The officers aren´t satisfied that she will come back to Iran, and I think, they have doubted she hasn´t been truthful in her application (which of course, is not the case) They don´t have concern about finance. I´m almost sure even if we hadn´t updated the purpose of travel in the second appl. they would have come up with something else to reject. We tried to explain everything in the second appl., e.g., why she applied after my Dad´s visa got approved, why she applied independently while not mentioning my Dad´s case, and why she really wants to come back to Iran after her visit. Unfortunately she doesn´t have siblings, and this would probably add to officer's concerns that she doesn´t have enough ties to Iran. I´m so disappointed, don´t know what to do (feeling like she can never come to visit...)

I am an insurance broker and from my experience Iran is becoming one of the most corrupt counties where documents are forged. It is unfortunate that a few bad apples can make it difficult for others. You need to address why the visa was denied and than reapply. I may suggest to use the law firm that has provided this site they may help.
