There is this program which makes it much easier for Canadian employers to hire foreign francophone workers:

I was wondering what a foreign worker could do proactively to participate in this program. Can I submit an application? Or perhaps, I should point to this program while sending a cover letter to perspective employers in Canada? Or should I just look for a job and hope that an employer participates in this program?
I speak French quite fluently (CLB8-9 at TCF Canada). I’ll be grateful for any feedback, thank you!
