I am about to submit an application for my spouse living OUTSIDE Canada.

I was advised to submit the application to Mississauga but on IRCC's website and the document checklist it says to submit it to Sydney, NS.

Just wondering where the best/correct location to submit the application would be? Does it matter? Will it help in terms of processing times?

Also, due to the current Canada Post strike, I am thinking of using a courier service. Does it matter which one (FedEx, Purolator, DHL)? Any recommendations?

Yes it matters, one office processes outland and one processes inland - send it to the right address.

A lawyer we were consulting with, they were mostly answering our questions...this was one of them.

Note that my spouse is from Pakistan (not sure if it matters).
Irrelevant, and I wouldn't take any more advice from that person. That was just blatantly wrong/poor advice.

I'd also recommend going over your app with a fine tooth comb for any other possible errors or issues if they led you astray on something very clearly defined.
