from what I have read, they will reschedule the oath date. But, I think these worries would have been avoided if you contacted CIC before you both traveled. It states on their site that you should contact them if you are going to be away from Canada for more than 2 weeks. Anyways, I wish her the best.

You are actually supposed to let CIC know if you have applied for citizenship and plan to leave Canada for more than 2 weeks in a row, see http://www.cic.gc.ca/english/citizenship/become-after.asp However, it is possible that the letter was somehow delayed.

As she missed the ceremony but can successfully explain why it was impossible for her to attend, they will re-schedule her at a later date. However, you don't know when exactly. They don't do this at your convenience and let her pick a date. They will just send her another letter at some point in the future, could be in 2 months or could be in a year and then she better be able to attend because if she postpones again, they may feel that she is not interested any more.

Missing the oath is a big deal.

A formal explanation that meets what CIC deems acceptable must be submitted to CIC within the time it states in the oath notice.

Warning: missing the oath due to travel abroad is a big red flag for CIC. The guidelines refer to "frequent" travel abroad, or extended travel abroad, as examples of reasons which are not acceptable; but reports from others who have missed the oath suggest that CIC tends to lean negatively if the reason the oath was missed is due to travel abroad, not just frequent or extended travel abroad.

If a CIC officer rejects the explanation, the application is deemed abandoned and terminated. That would mean she would have to make a new application for citizenship, that is, start over.

The minimal amount of notice given might be grounds for seeking judicial review if CIC rejects the explanation, but that might be a hard case to make given the applicant's failure to notify CIC of the travel in advance.

Best chance is probably to make a concerted effort to document the temporary and infrequent nature of her travel abroad, including of course documenting the reason for the trip, highlighting how infrequent she has otherwise traveled abroad, and hope to persuade the officer making the decision that she should be rescheduled for the oath.

If she has spent a significant amount of time abroad since applying, it will be difficult to avoid the application being terminated.

I typed this before dpenabill's detailed post above, so please read in that context.

As said above they will reschedule the oath as you have informed them in due time; if your reason/explanation is considered acceptable by CIC.

Guys, be careful if you are expecting an interview, test, oath or any scheduled event with CIC as there are some recent reports CIC deemed application as abandoned and administratively closed the file for absence.

Don't take chance, give the utmost priority for the citizenship if you are awaiting your turn. If you really like, better try your luck on the table but not with CIC anyway these days.

Just a small note regarding mailing times: I would take it easy on your neighbour (who very generously went to the Oath site to explain the situation and advocate for your mother).

Sometimes things arrive late. If your neighbour is usually honest with you, I would trust her.

If you are judging from the date on the invitation letter, these are often quite a bit earlier than the date that the letter actually goes into the mail. If you are judging from the post mark on the envelop (which shows when the letter was sent, not when it was received at your mail box) it is possible that the letter got delayed en route.

There is no way to know for sure. The post office can't tell you.

Except that on the 10th of december, our neighbor texts me and says she found a letter that says mom's ceremony is on the 11th of december. We were shocked as hell. We checked the website but the website didn't have any updates!!!!!! It was unusual to not have any changes on the website. So not only did the website not provide updates, but our neighbor was late in checking the mail. My mom traveled today, December 14, 2014 to take things from there. She is planning to go the CIC office and explain everything. She also wants to check with post Canada about the letter. But we know it's impossible that it arrived a day before only.....

We are so scared they'd give her a questioner. She spent all her four years investing in this. Everything worked out smoothly and we were so close to the end. Are there any ideas about what could happen? any suggestions of what she could do?

I dont think your neighbor is lying. You mentioned the letter clearly stated it arrived Nov 28? You actually have no way of confirming that. If the envelope was dated Nov 28 that means it was accepted by post office, not arrived, that day. Furthermore if the letter was send from an eastern province late Nov/Early Dec then you are lucky that you received regular mail within 10-15 days. I know for sure priority (next-day delivery) mail was arriving 5 days later.

From what you are saying it seems like they will re-send her an oath invite. If she has other big plans then she may as well call CIC and tell them she isnt interested in getting the citizenship now!

One thing for sure, you had to Notify CIC if you go over 2 weeks abroad so they know how to schedule your Oath.. non is to blame here except..
