Missing Document

Hello Everybody,
I am just wondering what happens if I submit my application for CEC with a missing document?
Actually, all my documents are ready except police certificate from my home country. I have one but it is out dated, one year old, and I requested a new one from embassy but It seems it gonna take a couple of months to get ready.
Can I buy this 2-3 months in processing time If I apply right now and include a note in my application that I will submit the certificate in following months? ;D

Sheesh. Well, with PCCs, they are supposed to give you a chance to send those in if your file is incomplete or the PCCs out of date. But you are also supposed to have one shot to submit a complete CEC application. Personally, I would recommend waiting, since it is your country of citizenship. Any time you try to buy would likely be offset by an interruption in processing, IF they give you a 2nd chance.
