And I would like to know, if the minimum payment required , need to be paid before or after my visa application ?

You have to pay one semester fees and have to do gic of 10200 $ contact your consultant don't do by yourself

Can you explain me a little bit , how does it work ? Because I will apply from Africa , I need to pay it from my student account application , to accept my offer . Please .
