2013 / prospect 2014 Sponsors.

Sponsorship eligibility requires meeting last 3 year of MNI. My current family size is 4 and I am planning to sponsor my parents in 2015. Total projected family size = 6. However, one of my child was born in 2013. I am trying to access if I will be eligible to sponsor in 2015 when the new MNI will be effective next year. Assume that the MNI do not change for 2015.

I need your help to confirm the MNI, by year.

Would it based on the projected family size of 6 -
2011 $68,689
2012 $69,950
2013 $69,950 (assume no change in 2013 MNI)

Or is it based on actual family in the respective year -2010 - 3, 2011 - 3, 2012 - 3
2011 $44,229 (actual family size in 2011 - 3)
2012 $45,040 (actual family size in 2012 - 3)
2013 $54,685 (actual family size in 2013 - 4)

or something else?

You need to meet the minimum income requirements for a family of 6 for the last three years. So scenario 1 is correct.

I think parents MNI for family size of 6 in 2013 is 55,378 +30% = $71,991
 
Thanks for the clarification!

I might not meet 2011 MNI eligibility as I had moved to Canada in mid of that year and the foreign income is not going to suffice it either. I believe, if I still want to peruse the sponsorship, I should seek a co-signer to combine the salary of both of us to meet the MNI. Or Wait another year!

This rule implicitly requires one to wait for 3 years of stable job in Canada. :(

Only your spouse can be a co-signer. You can't "seek" anyone else.
 
I guess 2013 MNI for 6 person is $56,209 + 30% = $73,071.70

That's for 2014.

my family size is 6 now, but my daughter was born in 2014, so if I want to apply in 2016 Jan.
my LICO should be referring to 2012(size5), 2013(size 5), 2014(size 6)?
if that right? It makes more sense to me.
I couldnot find anything on the CIC website, about the new born adding in the family size explanation.

You need to meet LICO for 6 people for all three years.

cuz my friend is going to have a baby Dec 2015, and she is going to apply for her parents in 2016.
The agent told her, for the last 3 years(2012,2013,2014), she just have to meet the LICO for family size for 4,
only need to meet the LICO for family size 5 in 2015 tax year.
so the same case, I think my family size in 2012 should be 5, unless the agent is wrong about that.
should I call CIC to clarify?

The agent is wrong.

Your family size is calculated as of the date you submit the application, and that same family size must be used for the 3 years income requirement. So if a baby is born Dec 2015, that baby must be counted in the family size for all 3 years. In your case, you must use family size of 6 for all 3 years.

The only time you would change family size/income requirement, is if a child is born after submitting the app. For example if the child was born in 2017, then you would only +1 to the family size for tax years of 2017 and later.
