Minimum English CLP level for 0 NOC

Hi guys,

my friend is applying now for Express Entry with 0 NOC group.
He has CLP:
speaking 6
writing 6
reading 8
listening 8

I found that minimum for 0 and A NOC group is CLP 7.

How to calculate average of CLP? and if he has less than 7 CLP - can it be the reason that application is shown as 'not eligible'

I think he does have CLB 7, so that is probably not the reason for his ineligibility.
