Mexico office and fees..

I have noticed that some offices processing time seems so much faster than the one in mexico.
Others who have applied at the same time as me with spouses from jamaica already are at their interview stages
While my husband (in the DR) is still waiting and the file online says in progress. Any reasons for not being the same?

Also, we have paid everything except his PR (490$ fee)
I was told this can be paid when its requested. When will it be requested, should we pay it now, if so when and how?

Will there be other fees after this? If yes, what are they and how much?
We just want to ensure we have everything lined up.

I am still waiting as well.
Have not heard anything since Jan 27 when PA in ecas changed to in process.
From DR and have not paid fee yet either.

Mexico is faster than Jamaica in terms of processing , Interviews are not a good sign to start with .

I know you guys are in the spousal process, but it seems the PGP process at the Mexico LVo is also much slower than other LVO's.
