MEXICO 2013 OUTLAND APLICATIONS ONLY

Hi guys does anyone have ever receive ur visa to get to Canada yet? I'm currently dealing with RCMP fingerprints to do my Police Check.. Anyone can advise me on what to do to get them? RCMP is not longer working on outland aplications. So its being tough for me, the reason why I need to provide that is because I lived in canada more than 6 months. Pleas I'm getting desperate!!
