When I go the the CIC site it says that for the Mexican Police check it says the following: "You don’t need to provide a police certificate with your application. We’ll send you a letter requesting a police certificate after you send your application for permanent residence or citizenship. You must bring that letter when you apply for a police certificate." and this "If you live outside of Mexico: You must first submit your application for permanent residence or citizenship. We’ll tell you when you need a police certificate."
