I recently received my IELTS results (S7.5, L6.5, R6.5, W8). If I retake the exam and say I get (S6, L8.5, R8, W7), is it possible to merge both in my EE application to end up with (S7.5, L8.5, R8, W8)?

I could be wrong but I'm pretty sure you can't mix-and-match IELTS scores. I'm certain that in order to get optimal scores, you would have to obtain these in a single test. Out of curiosity, is there a particular reason that you think you might get a significantly lower score for speaking on a subsequent test session?
I would assume that if you get a 7.5 on your first try, you would obtain and 7.5 (+ or - 0.5) on subsequent tries; speaking English (ou français) isn't something that would decay that significantly between tests. I would assume that listening has the greatest potential for day-and-night differences in scores, as getting off track whilst listening to the recording (which is played through with no stops once).
