My mother recently received her medical request, but the earliest available date for her exam is in three weeks. Could this be an issue, considering the clinic may take up to a week to send the results to IRCC? This would exceed the 30-day window since she received the request?

No issue. If significantly longer than the 30 days I would notify IRCC that the MD has a waitlist but there is some flexibility in the 30 days since IRCC does realize it may take a while to get an appointment, make travel arrangements to see the MD, etc.
