Medical request,same time as AOR or not?

Hi

I am looking now at most of the applicants profiles,It seems that all of them get AOR and medical request at the same day?Did anyone who applied in 2014 or or around August 2014 for PR,Only got AOR but no medical request?

I applied for PR through the PNP program,Only received AOR no medical request yet.Any help?
