It would be better to get a lawyer for this. Some cases where they refused a parent because of a medical issue were won on appeal by showing the sponsor would provide for all medical expenses, but not all win. You need an experienced lawyer to argue this for you, IMO.
The price varies a lot. I would expect at least $4,000 (Canadian).
