My husband in Accra has done medical for one daughter but the other one lives with mother 640 km away.
and she is not cooperating at all. We have advised immigration that he cannot get medical for her but office keeps asking for pass pic and medical. Has anyone ever heard of Immigration waving a dependent medical due to these circumstances or has anyone been refused PR for not having a dependent medical done???
Thanks.

PR can be refused if the dependent's medical is not done. An unexamined dependent could be inadmissible to Canada, and therefore could make the principal applicant (your husband) inadmissible, even if the dependent is non-accompanying.

It is important to emphasise to the un-cooperative parent that failing to allow the medical bars the applicant from EVER sponsoring the child to Canada in the event of something happening to her. Her allowing the medical does NOT mean that your husband can remove the child from the country without her permission, all it does is preserve his right to bring her to Canada if it becomes necessary at some point.

You might also want to point out that she is denying the child possible opportunities, and this is hardly something a conscientious parent does.

If your husband has access to the child, and no, it doesn't matter how far away they live, as long as he has rights of access, CIC is likely going to take a hardline on having the medical done.

You need to document carefully all of his communication with the other parent, show that you have done ALL that is possible to have the medical done, and be prepared to sign a form stating that he understands he can NEVER sponsor the child if she is not examined.
